Pretty much, as with most 'readings', the details of what means what is dependant on the perception of the person doing the reading. For example, some might pay attention to if a flame flickers or if it is blown in a certain direction. Others could take an interest in what color the flame is. This is used to determine either the future or the present. (Or whatever the situation at hand is.) An offshoot of this is the practice of looking at melted candle wax and seeing figures in it.

I don't practice it, but it looks pretty straightforward. Like any divination, a random mark is generated and the message decoded according to the rules that have been determined for it.
