I think i found something in the bible that says you can pray for everyone at the sametime. It is in 1 Timothy 2:1.

Of course you can. We pray for everyone, living and dead, righteous and sinner, during every divine service.

Of course we can pray for all people.....it's what we pray for that matters. It has to be in accord with God's will. (1 John 5:14)
The apostles prayed for the right conditions for the good news to be preached and to have the freedom to worship God.

For that to happen, we must pray collectively for people who are not servants of God, as well as for our spiritual brothers and sisters.

Not at the same time :)

Just pray for people and those in authority as they come to your mind.

Not sure if that means men you don't know.

When I was on a mission for the Church of Jesus Christ of Latter-day Saints, I was pretty schizophrenic and it was just a service mission. But I had the feeling that if I wanted I could baptize the entire human race. I decided not to because I didn't think they'd be happy about it.
