Should we be indifferent or apathetic towards these resistance groups or is it possible to provide them with material support, and what might this look like?

Half-assed measures are dangerous at the very best. You cannot send military aid to small resistance groups with no plan or social project in case they triumph and overthrow their government.

Is it possible to send aid to a larger resistance group such as if the legitimate government were able to unite the resistance leaders to follow a plan?

Also is it possible to do things such as provide advance warning of impending troop advances and air drop food/medical supplies to displaced villagers?

Sadly all to often the new regime is no better than the old regime. Sometimes it is better to work with the existing government or putting incentives on them to behave correctly. Trade embargos can be a strong weapon for good.

If the legitimate government managed to unite those disparate resistance movement to overthrow the junta then yes, sending aid or even troops in reinforcement could be conductive, but it's certainly not a small feat.

Managing the refugees, trying to slow down the junta crackdown and shaming or threatening them for some restrain is the only that can be done at the moment. Don't expect any strong UN action. Russia and China would oppose it.
