The report has many points for pondering.

1="The global power lacks the resources to both defeat the Islamic State and control the insurgency that would follow. "

How could it be possible that group of extremist are surpassing global power?


2="Now, the leading Western power lacks the force to pacify the Islamic world. Pacifying a billion people is beyond anyone's capability."

The countries who label themselves Islamic, can be make friend if
== Help (know-how) is given them to correct their infrastructure.
== Local should feel their lives are becoming better by support of sincere friends [vs empty claims of isis etc].
== Their cultural values should not be tempered.
== Fanatic religious clergies and their strong hold should be eliminated.

In very less budget, things will improve, extremist will be evaporated.
