Australia's model seemed to work rather well. I am at least fiscally conservative and one thing I liked about their version was that it was not a tax. The money collected went to tax returns and supporting technology that lowered the carbon footprint. Too often revenue generated is used as money for the general fund and then the government treats it almost as a right.
