The verse(s) doesn't specifically say. If I were to guess, it would be tied to a hubris. Jerusalem was never taken by the earlier Assyrian Empire. In fact, it had never been under foreign control since the founding of their kingdom by David. This is the time frame where the kingdom of Judea is posturing against the Neo-Babylonian Empire, with the assumption that they as God's chosen could not be defeated.
