    As far as just Biden goes, I agree that he doesn't sound good. He seems unable to finish words/sentences/thoughts. It seems he doesn't recollect things clearly when speaking extemporaneously. Sometimes it's hard to tell how much of his difficulty is due to some sort of motor speech problem...
