    You are very confused. In India, crimes against women get reported because they are considered crimes. In Islamic Republic of Iran, the laws are so skewed against women, that nobody will report in the fear that the woman herself will get jailed or worse.

    I am strongly against 1 election idea. In my view all the elections of the different levels (national, state, local) should be held seperately as different agendas are at play. It would be extremely damaging to the democratic process if it's held simultaneously.

    In other words:- Mutations are stochastic events whose pdf is a function of the strand letter location. Bottom line!:- There is no way to explain science properly without using the appropriate scientific terms. That is the chief difficulty.

    Random means equal probability for any DNA sites can change in a given cell replication event. Non random means that this probability is not uniform but dependent on the DNA position within the strand. The processes remain the same in both cases.

    Mutability means "change-ability". Mutation is a specific technical term for change in DNA during reproduction and is not what I used in the hypothetical title. Darwin had no idea about genes.

    Generally random but not necessarily. A simple introduction to any subject only gives a sketch and omits the details. Like in physics, a simple high school intro of the atom will talk about electrons as a classical particle, omitting it's description as a quantum probability wave. Anyways here...

    Nothing has to be according to the theory. The evidence so far is in match with the theory. Mutations are generally but not necessarily random. The fixation of the mutation in the population is certainly not random.
