It's like yin-yang. One substance. One fundamental thing, which reveals itself or express itself as more than one thing. God is one. God is all. God is many.

Definition of dual-aspect theory: "Double-aspect theory, also called dual-aspect theory, type of mind-body monism. According to double-aspect theory, the mental and the material are different aspects or attributes of a unitary reality, which itself is neither mental nor material."

Is both mental and material equally potent? Or for example, is mental a higher state than material?

Basically, it's to contrast materialist pantheism and spiritual/consciousness (metaphysical) pantheism. It's neither. It's both. We don't know what the fundamental aspect of reality really is, and to say it's energy, matter, consciousness, mind, spirit, banana peel, are just guesses.

There's no higher or lower states. There are just states, and infinite number of them. The mental and the material co-exists and perhaps even co-evolves. We effect nature through our existence and perception, while nature brings us about and around.
