I hate this, primarily because it confirms that the advertising gurus assume that we're dumb.

Any number N, where 0 < N% <= X%, is "up to X%."​

Yes I agree. I hate advertising. I really hate it. I set my alarm 30 minutes earlier in the morning so I can hate it longer.

I also laugh at big advertising claims followed by a series of limiting statements such as:

"We're the largest Ford dealer north of 43rd street and south of 57th street who's name starts with Bob"

It works so they use it.

And you left out a big part of the "game". Prices are increased 20% for a week and then the 20% off sale starts.

Just from memory, and this was in the UK, they brought in a law that said the "sale" goods had to be offered at the "previous" price for a certain length of time, and also I think locally. That's not exactly the same thing, but it does suggest some shenanigans were going on.
