How would Jesus want us to respond to terrorism?

Jesus in me
Probably the same way he felt about the Zealots of his day. Those who tried to eject and expel the Romans from Judea. He was opposed to violence.

I believe that was simply a temporal convenience. He didn't believe in fighting for lost causes.

The very claim of being the messiah was an act against Rome, since the Messiah is he who will rule Israel during the messianic era. IOW the claim of messiah says that Herod and Caesar will be replaced by the Messiah. It is a seditious claim.

I believe He managed to elude that one. He said if he were a king he would have an army and He didn't. He never told Pilot that He was the Messiah and it turns out the actual deliverance of Israel doesn't happen until the Battle of Armageddon.

Not that I believe it went down exactly like the stories in teh gospels go, but according to the story, Pilate asked him, Are you King of the Jews? And Jesus did NOT deny it. That's sedition.
