Arizona is generally a more conservative state. As a result a person that is a Democrat there may be a Republican elsewhere.

That has always existed. And for good reasons. One of the rules is that we tell other people that they cannot beat you up. Do you resent that law? We of course also tell you that you cannot beat up other people.
