As the tempter, Satan would be within the humans too, to tempt them away from God and Goodness, that in itself is not good, but what is good is that when human beings overcome the temptation they get closer to God. So in one way what satan does is good, if the intention was to help people to God.
He doesn't punish sinners in the afterlife. Honestly I am not even sure where that idea comes from, it would be interesting though to see the history of it. He's just a fellow prisoner of Hell along with the rest of 'em. It's probably unpleasant being in his presence but he isn't punishing anyone.

I don't remember him being a punisher of people according to scriptures.
It appears to me he is more into tempting people to do things they shouldn't so that the difference between purity and corruption becomes visible.
I think the Satan you are referring to is based on the one from popular culture, where he is often depicted as the ruler of hell.
I think the Biblical and Quranic Satan would be as much a tormented soul there as the other sinners.

In the KJV Isaiah 45:7 the god of the bible says that he himself creates evil so the devil is just a servant to punish those who have displeased the god who created the evil in the first place. in different versions it is said differently but overall the gist is the same, god creates all things good and bad.

In Judaism, Satan is not a fallen angel. He is just a regular angel. In Judaism, angels have no free will, so they cannot rebel or anything like that. Satan is basically God's employee. He has a specific job: to accuse and tempt, so that we have a choice to obey God. After all, without a second option, obeying God would not be something we could choose. Basically satan functions to service free will and responsibility. It's a nasty job, "but somebody's gotta do it."
Not all Jews accept a literal person of satan. Some see him as a symbol only.
What's that say about God then? Mythical spirit who symbolizes man's more virtuous desires, but still a Metaphor?.

The Bible doesn't say that the Devil reigns over hell. In fact the bible doesn't say sinners go to hell after death but at the end of the world. So, can satan punish???
The Christian idea of hell with the devil doing his bit for Christianity did not materialize until the works of Hieronymus Bosch and Dante Alighieri.
I think it's funny to know that when i am threatened with hell for being atheist, what i am being threatened with is art masterpieces and an epic comedy.

Have you ever seen the TV series 'Lucifer'?
The main character never lies, punishes those who do evil, and is generally good, although rather self-centered. he is also rather upset at the bad rep he has.
I absolutely love the Lucifer series. It's quite fun. I love his, make anyone talk and speak the Truth powers.
