ALDI have them here in Australia now and then. I bought them for the Mrs once, they were way too sweet for me.

It seems to be intermittent. I notice it when I look at watched threads and see threads with unread posts but didn't get alerts for.

EDIT: Just now, I noticed there was a new post in this thread (How are we doing post-Brexit? | Page 23 | Religious Forums), but there was no alert. It was a post by @Secret Chief, so maybe that has something to do with it.

If you don't view a thread for awhile, you eventually stop getting notifications for it, despite there continuing to be new posts.
