Does God live within atheists?

Not too amazing considering that 100% of humans have been wrong about important stuff. The belief "There is a god and I know more about Him than most people" is one of the most consistently made errors.

the actions reveal the Spirit/Mind of a thing. Good trees will not bear bad fruit.

a loving, mindful, action is always a reflection of God because Love is divine.

this is how we know the children of righteousness. not by what they wear even as titles but by how they act.. even wolves can come in sheep's clothing and hypocrites seeking attention for their alms.

I assume you mean "act against conscience" ─ sin is only available to believers, but with acting contrary to your conscience, anyone can play.

After that it depends what you mean by "salvation". The reconciliation you need is with yourself ─ no one else's conscience is relevant.

If God would simply be faithful to his word, I don't think there would be any atheists.

For instance, Christ said ask and you shall receive, seek and you shall find. Now if God actually lived up to that statement, everyone who seeks the truth would find the truth, and we wouldn't have so much Division and confusion among seekers.

Perhaps the fact that there are so many atheists is actually more of a reflection on God.
If God is omnipresent, separation from Him is impossible. He doesn’t live with us so much as everything in reality is Him.

Scripture says that Man dwells in God, not vice versa.

Its answer to your question is then, that God is neither in the theist nor in the atheist - but both (all) are in God.

The Trinity speaks of the Holy Ghost as able to enter Man. Perhaps in here lay further contemplation.
