It tends to mostly benefit those who have been in the same house for many years, and those who pass the property down from generation to generation (mostly the wealthy).
Everybody else who buys a home is basically subsidizing the difference.
But homeowner taxes and rules are whack across the board, up to the Federal.
The real beneficiaries are businesses who have their property taxes kept low and who put in a large stack of money to convince people to get to keep a few kopecs while they raked in the rubles.

Aye, orthopedic surgery has a higher risk of

It really hurts when you have one long scar with one string thingy for stitching running the whole length, and having them removed a bit late after the skin has begun to cling to string, and it's suddenly yanked out at once.

I actually found the feeling to be interesting...almost enjoyable.
