There are spaces between the stall and the hinged door that could be used to spy.
Boys who accidentally wander are not apt to peak, but boys intentionally dressing as girls might.
A man forbade sex education in school, and his daughter was married (because pregnant) at age 14, and his son died of AIDS about ten years later after he caught it from his hairdressing shop partner and roommate. The entire town treated them with respect and anonymity.

Cross dressing man rapes girl in girl's bathroom.
We can't end crime, but we could lessen it by using sensible safeguards.
What safeguards, exactly? Do you wish for someone to inspect everyone’s genitals at the bathroom door? There’s nothing stopping anyone from waltzing into whatever toilet they want now, even on school grounds. Regardless of clothing. Unless the US does in fact have people monitoring the bathrooms during all school hours?
There’s nothing stopping anyone from assaulting someone in a public bathroom. Because again there’s not like some guard posted outside every single public bathroom to ensure the correct gender is entering.
People are raped driving home from work. Should we legislate against driving home from work too?
I know people who grew up to be heroin addicts. I know people who have died of AIDS. I know people with 6 kids to 5 fathers.
So what? That’s life. I can’t legislate that, because people will do that anyway.
All I can do is offer support (within reason) and pay my taxes so the community benefits (hopefully.)
You want to lessen crime?
Decriminalise drugs, cutting the funding kingpins receive now. Address the social and mental health of addicts, who are not just criminals looking for a cheap thrill. Encourage programs to rehabilitate rather than punitive measures that only exasperates the issues.
Some people are legitimately trans from a young age. It doesn’t matter that some might take advantage of that for their own ends. People do that now with welfare programs. But we don’t end welfare programs because that only punishes those who rely on them. And what benefits does that yield, really?
(Please note I do not intend to shame anyone who has had such life experiences themselves. Life is messy. That’s just how it is.)
