It really comes down to motive. What is your reason for public prayer. Jesus did not say that only hypocrites do public prayer.
True. He said they have had their reward in the form of their public glorification, and that it's better to pray in a closet/away from the view and glory of others.

Yet in Matthew 5:16 Jesus says to let your light shine before men do your good works where others can see so people will glorify God. So what's the difference? It's in motive. Are you praying in front of everyone so they can see how good you are or is it so people can see how good God is?

In John 11:42 Jesus claims he is praying for the sake of everyone listening; but his motive is to glorify God not to show off.

The city council has shown they are doing it to show how good they are. Except they aren't being good about it.

Well maybe ... but they could also just sincerely believe that if they honor God then God will give them success in their endeavors.

No, it makes Jesus a hypocrite. He does it often.

Absurd. Sir, you live in a Christian nation. Ever hear the saying about when in Rome?
How can that be? Going by your reasoning, this is a female country since majority of the population are women, but Christianity is patriarchal religion. That is a contradiction.
