Why do “Black Lives Matter”?

You are being selective in your recognition of the oppressed. There are many, many others, sad to say.
Not even close to the scale of the blacks, Jews and Native Americans' You are being selective and not presenting evidence for your assertions.

And Jews in America’s are also not slaves and have the same rights as everyone else too, just like Blacks in America.

Prejudice by individuals, whether in the form of anti-Semiticism or anti Black bigotry, doesn’t change the fact that according to the Law in America’s all lives matter.

It has not been by just 'individuals,' particularly with blacks on a very large national scale. In the history law enforcement, and the Judicial process in America has been documented as applied maliciously excluding blacks with equal protection under the law. Laws were not equal either. The South block anti-lynching legislation up until the 1990's. The South opposed equal rights and equal voting legislation up until the 1960's. In rebellion the leaders of the South switched to the Republican party from the Democratic parties.

Even though the the laws for the GI Bills for education did not discriminate. The entire bureaucracy excluded blacks until the 1970's and no one in the government or legislature opposed it. Black farmers were excluded from farm loans up until the 1990's.

If laws on paper were sufficient to guarantee equality, why was it necessary to pass specific laws of of anti-discrimination, and many particularly fought against the laws. Why were so many blacks wrongfully convicted of major ?rimes, even found innocent after they were executed?

What I listed is only the tip of the iceberg.

Many laws are in and of themselves written race neutral, but in history they are not implemented neutral.

None. That’s exactly why we should say “all lives matter” and not qualify it.

The problem is history and today will not necessarily include blacks in 'All lives Matter,' and many absolutely do not include it in 'All Lives Matter.'

I'm not sure I understand your question or point. But of course black lives matter. Of course all lives matter. It's obvious that those who feel it's important to say "black lives matter", say so because they believe those lives matter less to some. So it really means "black lives matter too." Maybe the latter phrase wouldn't cause as much concern over words.
But why do "Black Lives Matter" now?

Do you not understand why they use the slogan "Black Lives Matter"? It is not that "all lives" don't matter. It is because our system of government and its laws, act as if black lives do NOT matter. It's drawing attention to that. Of course, all lives matter, but because we act as if black lives do not matter, that they are telling us ignorant folk, they do.

They are asking for all of us, including you, to notice and do something about it. They are after all, just us with a different skin color which means nothing as a human being.
But why now?

All lives matter. Black lives are part of that group. The movement just seeks to remind us of that. A life is not less because of the color of its skin, political view, race, creed, religion, etc.

You posted this like a troll looking to stir the pot. Was there more to your OP or have I just about got it nailed down?

It is not just now, but over time the issue has become more intense over time, because of the wide spread view that Black lives do not matter as much as white lives. There is a history here like 300 years that Black lives do not matter. 'Black Lives Matter' is just a new saying to an old tragic problem, nothing new

WRONG. Totally and completely wrong. "Antifa" is being attacked by fascists who are lying to try to set up a fascist dictatorship in the USA headed by King Trump and his minions of corrupt evil people.
