Who gets to go to heaven in the Islamic religion?

For those who do good deeds, there shall be the best reward and yet more blessings.
Surely, those, who believe and do good deeds, and observe Prayer and pay the Zakat, shall have their reward from their Lord, and no fear shall come on them, nor shall they grieve.
I don't think so. Good deeds are required. The only unforgivable sin in Islam is shirk though, so if one repents before he dies it's up to Allah's discretion. That's my knowledge anyway.So, is the base requirement belief? So, can I avoid Jahannam by just believing?
