Perhaps I can have a computer with 256 GB RAM (at the moment 4 GB, and normally even that is not fully used). If not used, it will lie dormant without using any additional energy.Having a big energy consuming brain but only ever using 10% of its capacity would be very inefficient and all animals have evolved to be as efficient as possible so I can't imagine it happening!
It is not locked. It is available, but we do not need to use all of it. That is what 'reserve' means. Additional capacity in case of need.What if science could unlock the other 90% one day?
We have a 100 billion. Loss of 100,000 a day is significant but not really incapacitating. We have enough to last for 2739.7 years. Simple maths.Straight Dope comments a bit on it here.

Actually, evolution works on a "good enough" model. Organisms, including ourselves, are full of inefficiencies. Any first year engineering student could make considerable improvements, but evolution can only tweak existing features. Yet strangely and perhaps ironically, the brain has been shown to work on very little matter considering there had been exceptional cases of note of a man having only 10% of brain matter , but still living a normal life.No, we don't, it's a myth, there is zero evidence for that idea

Yep...we lost a lot in Eden.....including our intellectual capacity.
We have storage capacity for many lifetimes in our brains and yet we barely get to use a small percentage of it.
When we see the genius of servants, we can understand that our brains can do so much more than our present condition allows.
What if science could unlock the other 90% one day?
