an employee at the group home called law enforcement to report that the 15-year-old, Immanuel, had knocked over a trash can.

Call the cops because a trash can had been knocked over.? What a pile of crap.

the deputy, who is white, crouching on the floor and putting a headlock around a shirtless Immanuel, who is black.

The missing piece. I'm utterly not surprised. Yet another white cop abuses a black boy and this one with no arms and legs. In the words of the black men of the 60's - Pigasus. Oink oink.

And that's because if a cop can't help losing his temper and then abusing a quadriplegic, assuming charitably that was what happened, he should not be a cop.

You never know. With good occupational therapy he might have been able to draw and fire like Billy the Kid.

Something doesn't quite pass the smell test on this one. How could he have knocked over a trash can? And why would they have called the police for simply knocking over a trash can?

No idea. But I have heard stories about people calling the cops out of concern, I think they're welfare checks or something, but the reason for the call failing to be conveyed, then cops getting on the scene and thinking something entirely different about the situation than what's happening.

But the kid's got no arms and no legs, what's he going to do scoot around on his backside and try to bite you? It seems, at face value, this could have been handled without law enforcement being called.

In all seriousness - that cop deserves to have his livelihood stripped of him permanently.

I am a strong believer in giving people second chances but this cop is clearly an example of an individual with a twisted combination of entitlement, hero-complex and possible sadism. Seems similar to the way in which pedophiles arguably cannot be rehabilitated. Guy deserves to live in the poor house for the rest of his life.

What a sadistic pig! Fire him and prosecute him. All LEOs should have to undergo rigerous psychological testing before they're hired, as well equally rigerous training to deal with the mentally ill, the disabled and LGBT people. De-escalation must be stressed much more, as well. The authoritarian psychos in uniform must be rooted out for the good of all society.

LEOs should be stoic and calm. If you cannot keep your cool in heated situations, you have no business being given a badge and a gun. This guy did everything wrong I can think of. There's was no need or excuse for him to put his hands on those teens, getting an attitude like a pissy child or yelling in their faces. An officer should never act in such ways.
