Your link is actually a discussion of Psalm 90-106. (Not the 4th Psalm as the OP suggests)
Please bear with me as I believe an explanation is in order.....the details are important.
There are 150 psalms which were composed by various writers, known and unknown, among those known being Moses, Asaph, Heman and David, (who wrote seventy-three of them).
They contain counsel, appeals, expressions of confidence, repentance, prophesy and a host of other things that concern human behavior and its affect on their relationship with God. Many of them were songs of praise to God.
When Jesus came, David had already spoken about a promised seed that was to come in his family line, (the Jews hailed Jesus as the "son of David") and even predicted the time, when he had completed his mission, that he would sit and await action by God to begin his rulership over the earth and for God's purpose in connection with David's "Lord" to come to fruition.
Psalm 110:1-2...
"Jehovah declared to my Lord:
“Sit at my right hand
Until I place your enemies as a stool for your feet.”
2 Jehovah will extend the scepter of your power out of Zion, saying: “Go subduing in the midst of your enemies.”
So David's "Lord", (the promised Messiah) was to sit at God's right hand "until" his enemies were "placed as a stool for his feet".
At that time, Messiah was to "go subduing in the midst of his enemies". This indicates that Christ's rulership was to begin with stiff opposition from his enemies, who today are vastly different from those he encountered in the first century. Today there are not only religious enemies but also the godless who are gaining ground in the battle for the hearts and minds of men. These are influencing the people and the lawmakers to increase hostility towards those whose religious practices seem foreign to them.
Those who want to retain faith in God and in the power of his prophesies are dwindling, but this was not to surprise us...it was actually foretold. (Matthew 7:13-14)
When Jesus was to return as the appointed King, authorised by God to "subdue" people, despite the actions of his enemies, it indicates that some, although not the majority, would side with their King.
Jesus himself indicated that the circumstances heralding his return would be "like the days of Noah" (Matthew 24:37-39).....so what is the comparison? There are many.....but most notably was the fact that people took no notice of Noah's warning about God's future actions to halt the widespread violence and immorality that dominated their thinking. Noah appeared to be somewhat of a "nutcase"...someone that the people preferred to ridicule, rather than someone to be heeded. So the messenger may not be someone who looks or even sounds credible. And the warning itself may not sound as if the coming action is even possible.

Popular opinion is not always a good indicator of what is true.
God always warns people about his intentions and gives them opportunity to inform themselves and take appropriate action to save themselves.
The way he does that in the Christian Era is through the preaching work that Jesus commanded (Matthew 28:19-20).....it wasn't a suggestion for those who might want to engage in it....it was a direct command, despite the negative response of the general population. It was to be a virtual search and rescue mission.
So from the JW perspective, we take that command very seriously. Very few people have never heard about us or have never received a visit from us. To many we are just a nuisance, but we care about the welfare of all, and are simply trying to give them an opportunity to survive another global catastrophe that they probably don’t think is coming.
We have a website JW.ORG that receives thousands of visits every day with people requesting Bible studies. These people see in world events similarities to the days of Noah and are concerned about the future. We can assure them that everything they see was prophesied in the Bible, and that the outcome is guaranteed by the one whose power created the Universe.
You just have to be "on the ark" (figuratively speaking) or you take your chances with a world that is rapidly heading towards an unthinkable future of its own making.
