وَجَاوَزْنَا بِبَنِي إِسْرَائِيلَ الْبَحْرَ فَأَتْبَعَهُمْ فِرْعَوْنُ وَجُنُودُهُ بَغْيًا وَعَدْوًا ۖ حَتَّىٰ إِذَا أَدْرَكَهُ الْغَرَقُ قَالَ آمَنْتُ أَنَّهُ لَا إِلَٰهَ إِلَّا الَّذِي آمَنَتْ بِهِ بَنُو إِسْرَائِيلَ وَأَنَا مِنَ الْمُسْلِمِينَ {90}
[Shakir 10:90] And We made the children of Israel to pass through the sea, then Firon and his hosts followed them for oppression and tyranny; until when drowning overtook him, he said: I believe that there is no god but He in Whom the children of Israel believe and I am of those who submit.
آلْآنَ وَقَدْ عَصَيْتَ قَبْلُ وَكُنْتَ مِنَ الْمُفْسِدِينَ {91}
[Shakir 10:91] What! now! and indeed you disobeyed before and you were of the mischief-makers.
فَالْيَوْمَ نُنَجِّيكَ بِبَدَنِكَ لِتَكُونَ لِمَنْ خَلْفَكَ آيَةً ۚ وَإِنَّ كَثِيرًا مِنَ النَّاسِ عَنْ آيَاتِنَا لَغَافِلُونَ {92}
[Shakir 10:92] But We will this day deliver you with your body that you may be a sign to those after you, and most surely the majority of the people are heedless to Our communications.
وَلَقَدْ بَوَّأْنَا بَنِي إِسْرَائِيلَ مُبَوَّأَ صِدْقٍ وَرَزَقْنَاهُمْ مِنَ الطَّيِّبَاتِ فَمَا اخْتَلَفُوا حَتَّىٰ جَاءَهُمُ الْعِلْمُ ۚ إِنَّ رَبَّكَ يَقْضِي بَيْنَهُمْ يَوْمَ الْقِيَامَةِ فِيمَا كَانُوا فِيهِ يَخْتَلِفُونَ {93}


Basically, God forgave him but still held a grudge against him, his compassion and his hatred for him left God with a decision to not let him die at that moment, because, he didn't want to give him heaven just yet neither punish in hell after repenting, so on that day, he decided he would save his body, and as to whether Firon would reform himself after or go back to disbelief and rebellion - that was left undecided and we don't know his fate. But we know at that moment, God couldn't give him paradise after his crime nor hell after his repentance so did that instead, he saved him by his body only and whether his spirit would be saved is left for more trials!

It says in ayah 21:7 that the revelations were all to men (male).

"And We did not send before you except men whom We inspired to. So ask the people of the remembrance if you do not know."

God doesn't forgive and keep grudge. He was repenting too late.

God didn't forgive Pharaoh it was said in a verse :

11.97 (...) but they followed the command of Pharaoh, and the command of Pharaoh was not [at all] discerning.
11.98 He will precede his people on the Day of Resurrection and lead them into the Fire; and wretched is the place to which they are led.
11.99 And they were followed in this [world] with a curse and on the Day of Resurrection. And wretched is the gift which is given.

Also ther's the dou'a of Moses against Pharaoh and Allah accepted it :

10.88 And Moses said, "Our Lord, indeed You have given Pharaoh and his establishment splendor and wealth in the worldly life, our Lord, that they may lead [men] astray from Your way.
Our Lord, obliterate their wealth and harden their hearts so that they will not believe until they see the painful punishment."

40.89 [ Allah ] said, "Your supplication has been answered." So remain on a right course and follow not the way of those who do not know."


It's confirmed in other verses that God doesn't forgive to the one who wait until the last minute :

4.18 But repentance is not [accepted] of those who [continue to] do evil deeds up until, when death comes to one of them, he says, "Indeed, I have repented now," or of those who die while they are disbelievers. For them We have prepared a painful punishment.

There are general rules God reveals in Quran, but God is not a computer that there is input and output, he does what he wishes, God doesn't accept people repentance last second, but it's his discretion at that moment, to see how sincere they are. Usually, as hinted by 4:18 they are repenting but have no faith, so will die as disbelievers. The verse is in context, that God forgives believes when they repent and do sins out of ignorance. But then warns, this doesn't mean a person should go on sinning till moment of death, and then repent, because these people in fact are without faith (they will die while disbelievers).

In the case of Pharaoh, God neither wanted him to enter paradise nor go to hell.

4:18 is not an absolute universal rule, but it's explaining what God meant by the words before were not so dumb people to take advantage of, sin their whole life, then repent last second, and it will be forgiven. When he says peace be upon you to believers, he means, they will repent quickly and fast. The case is not for those who delay.

Now when Quran says "The repentance only for those who repent in a near term" it means what God meant by guarantee of forgiveness is for those who do it out of ignorance, realize their evil quickly, and leave it. But other verses show no one is despair of God's mercy at any moment, whether they delayed their repentance for 40 years for example, God still may forgive them if they sincerely repent and believe and then are guided.

Read the verses before, and read other verses about repentance. "al-tawbah" refers back to the verse initiating the discussion, it doesn't mean, for example, if someone delayed their repentance by 20 years and didn't show regret till then, God won't accept it.

It's so we don't do something stupid with God's verses and take it easy, is all God wants for this. He is clarifying what he means, is not for us to take advantage of Tawba rules like a calculator.... it maybe if we delay, our hearts harden and we leave faith and die as disbelievers even if we try to last second.

But repentance as the Sunnah clarifies is open all the way till the last breath. And the verses of Firon leading people to hell fire is due to the fact he lead them astray in this world, it has nothing to do with his fate but that people who were mislead by misguiding leaders, their path is to hell.

I understand what you mean concerning repentance but there's specific verses concerning Pharaoh, so again :

11.98 He will precede his people on the Day of Resurrection and lead them into the Fire; and wretched is the place to which they are led.

This verse is very clear. God is telling us that Pharaoh and those who followed him will be in Hell.
You can't ignore this verse.

Now when Quran says "The repentance only for those who repent in a near term" it means what God meant by guarantee of forgiveness is for those who do it out of ignorance, realize their evil quickly, and leave it.

Exactly for people who are ignorant. But Pharaoh have seen many signs from God contrary to others.
He wasn't ignorant, and he was a bad person that's why the repentance wasn't accepted.
Again don't ignore the dou'a of Moses, God accepted it.

Precede is one interpretation, another is that he will lead them, and the latter just means because he lead them astray in this world, the result is he will lead them to the hell-fire in the day of judgment.

As for Moses' prayer, it can refer to the big punishment to Pharaoh's people, the final destruction they will face, he wouldn't be able to believe till then. Also Moses' prayer can be general prayer against the misguiding forces but no one in particular. And this make sense that over all they should be punished but that no one in particular fate is sealed.
