The Bible, which I assume you are talking about since you quoted it, is written with both God's being reconciled to man and man being reconciled to God. (2 Cor. 5:18-21)

Well, if you trace it back to the very origin, it would have been God. For this was all His plan from the beginning. But in the actual experience, it would be satan and man who willfully broke it.

But, God's plan in this is based upon His knowledge of all things. Of good and evil. And so He makes His plan in light of that.

Traditionally, the Torah was written by Moses while God dictated. The prophets wrote their books, inspired by dreams and visions sent by God. The writings were inspired in a much lesser way.

In a modern sense, we understand that, for example, Moses did not write the Torah, but that it was pieced together from at least four different authors, and they might have had earlier sources. The final edition of the Torah as we know it today was edited together in Babylon. This doesn't mean it wasn't part of God's purpose for these books to come together. God almost always works through human hands.
