According to Canon Law, even when speaking "ex cathedra", which is quite rare historically, the pope must be in consultation with the bishops. And without the bishops cooperation, nothing much would get done at the diocese level.

Exactly. Which is why there is more Divine guidance for us that just the Bible itself.
