As long as the local laws are being adhered to, it's really at the discretion of the wearer. Here, this means that the genitals should be covered.
If they're long enough, they become pants... but this is one of those fuzzy questions like "where's the line that distinguishes a wide widening of a river from a long, narrow lake?"
It's okay for men and boys to be feminine.

To me it doesn't much matter one way or the other. If you go to beaches in Europe, most men and boys usually wear brief swimsuits whereas in America it's more the boxer type.
OTOH, if I were to wear briefs at the beach, even the seagulls would disappear.
A lot of this depends upon temperature, humidity and what other men are wearing. There are few dimensions to modesty or different kinds of modesty. One type of modesty is about blending in and not drawing attention to ones own self. Another type of modesty is making people seem about the same, sort like same income, same level of intelligence, uniformity. Yet another type of modesty is about not drawing the attention of our sexual appetite. All of these are situational, because if you live where its very hot and humid people generally need to wear less covering. Anyways modesty is not all the same thing. If it were just one thing then you could be modest with a single act or decision.
Shorts? I am used to seeing very colorful shorts that go somewhere between the knee and the mid thigh. These do not draw my attention at all. I got used to colorful shorts in the 1980's because they became popular. At first I thought they looked silly like boxer shorts on the outside. Now I just think they are comfortable and easy to take care of. I don't have to iron them. I can just wash and dry and let them be wrinkled or not. Generally they are made of 2 layers of cotton, and they don't distract me like a stiffer material would do.

Long enough so that your junk doesn't fall out.
Short enough that you don't trip over them.

I still have a couple pairs of half a parachute's worth of material for one pair of shin-length shorts (not actual Jyncos, but one pair is Tripp) in storage from then.

There was a Lassie episode from the 1950's. A Brit boy visited America in the little farm town of Calverton and was a guest at the Martin farm. One country boy on a bicycle asks another if the Brit boy was a girl. He was wearing "skinny" black shorts that were down to about the knees. His hair was still short like a boy's though. Circa 1959.
