Why assume that a creator was needed? Who created the creator? The special pleading fallacy that you are likely to make will refute your own argument.
Nobody. It's a natural property of a quantum system that quantum fluctuations just occur by themselves.

The physics of this expansion is not yet understood.

Why do those who identify as agnostic, behave like full blown atheists? Why not just come out and say what you keep implying? From what you post, if God exists then you apparently hate him anyway.
If there is a God who authored the Bible, and he gives us information about himself and his requirements for all his human creation (and agnostics claim not to know that he doesn't) then contemplate what unbelievers lose compared to what the faithful lose if he doesn't exist......won't it be interesting to find out?
