Ok. What is a female then? What does a female look like? How does a female behave? How does a female dress? How do females emote?
In Italy, where I'm from, you cannot change your name into a female name unless you have sex reassignment surgery first.

I did have my SRS but I didnt change my name because I am not ready to face the harshness of society ... and I want to live my change as discretely as possible.

Short answer: not as monolithic set of superficial visual or behavioral characteristics but a complicated blend society and biology, nature and nurture, gender expressions, gender roles and sex traits.

Yes, they are two different things; sex is biological and gender is a social construct. Please don't go into the "there are blue brains and there are pink brains and sometimes people are born with a pink brain inside a blue body" argument.
I'm not a second wave feminist (most certainly not a TERF) so I do not hold the, imo oversimplified division of social expectation of gender and psychological expectations of gender expression.

Most second wave feminist at least the ones I have studied are gender critical and believe gender roles are imposed on women and men. We are told that boys do this thing and girls are supposed to do the other thing.

Plenty of women don't produce ova. There's also a fair amount of wiggle room on who has penises. As usual, drawing bright and uncompromising distinctions across inherently nuanced fields results in misunderstanding and injustice.

I don't necessarily disagree with the policy because many homeless women have been completely traumatized by males. These women have been sexually exploited by males, sexually assaulted by males and subject to domestic violence mostly by males. They live in fear of their live, many suffering PTSD because of what they have suffered at the hands of males and the very presence of a male can be traumatic for them.

And the other hand trans identified males need to be sheltered too and not in men's shelters where they can be subjected to violence. The only solution I see is to create shelters specifically for them. It is a complicated issue.
That's what I would do. Create additional unique shelters. People need to wake up to the reality of it all.

I once knew a girl who was a pseudohermaphodite. She was very feminine, had a normal vagina, etc. but discovered as a teen that she was Xy and had internal testicles which were removed soon after for being cancerous.

Exactly why I'm not one, it makes no differentiation between gender roles and gender expression and believes the latter is only a fragmentary biproduct of the former.
There is a series of videos on YouTube by a transgendered philosophy major who talks a lot about the differences interspersed between comedic bits who I highly recommend. Her channel is contrapoints. (Warning: some discussions get into the weeds and are def nsfw.)

So, tell me again why your opinion should Trump the opinions of the residents and staff of a homeless shelter.

I think that they should decide what works for them.

I ninjad my way into a female only FB page once. The amount of filth and debauchery matched if not exceeded any male only space.

The only difference is females hide it better by not being as vocal or public with their filth.

I'm pretty sure most women don't consider being assailed upon by a crowd of homeless men in a dorm to be a desirable situation.

Logically, it depends on the state of their bits. If they are post operative, then I see no issue.

I know I'll catch flack for this, but if they want to be seen as a woman, then try to look like one? There's a difference between subtle telltale signs and "oh, wait, that dude's trans?"

Sadly it is not easy.
The latter you transition the harder it is to look like a regular woman. Consider how parents may not be really supportive and how that may delay the transition.
