Can consciousness be raised without love and compassion involved?

I would say that all animal life is conscious and although i have seen love and yes, compassion, shown by some animals i would think not all animals are capable of such emotions.

Raising consciousness...this idea suggests that consciousness is something which can be increased. Probably this involves the metaphor that consciousness is a view from a mountain top...the higher the mountain the greater the view. Being aware of more than one was aware of before in a way that is not as trivial as a simple fact. Raising consciousness is achieving some new insight that has broad ramifications...that opens up new horizons of awareness.

To raise consciousness I think you need to remove a blinder, another metaphor which suggests that something in your mind can cause you not to "see". A belief, a lie, has to be revealed and then one can perceive what was covered up by that lie. Perhaps like God giving Adam and Eve something to cover up with was God's way of acknowledging Adam and Eve had achieved moral awareness through transgressing and then trying themselves to "cover it up" by making excuses.

I suspect that fear and suffering are the cause of blinders in consciousness. That fear is like a seed that our understanding grows a protective shell around and forever after shapes our growth like some early injury to a young tree.

This shell is also a "knot" like that in a muscle that some later effort may work to massage, restore blood flow and release the tension so that new levels of flexibility in the mind and heart can be restored that were once, long ago, lost.

One's journey through life seems to cause us to accumulate a growing mountain of experiences that sink into our unconscious as we habituate and integrate our knowledge. This leads us to slowly grow our perspective imperceptibly achieving a higher and higher perspective until, perhaps, one day we realize in looking at something old that we see it now in a new way.

Sometimes our consciousness is raised in a sudden moment of awareness when some barrier to our understanding is finally removed and then we associate rightly or wrongly that moment with the change that made us suddenly more aware. The moment becomes a sacred one and we cherish it for its life saving-giving associations.
