not so simple
God is Fatherly and does love unconditionally those who are His as his children and disciplines them
God is benevolent to all mankind and kind to them and even patient and long suffering toward evil deeds
In part the covenants are by grace but the enjoyment of the covenants follow obedience
and the saving grace God gives leads to change
God loves you just as you are but loves you too much to leave you as you are
i wasn't speaking of god i was speaking of humans loving unconditionally. that is what makes perfect in this incarnation.
1 John 2:5
But whoever keeps His word, truly the love of God is perfected in him. By this we know that we are in Him.
1 John 4:12
[ Seeing God Through Love ] No one has seen God at any time. If we love one another, God abides in us, and His love has been perfected in us.
1 John 4:17
[ The Consummation of Love ] Love has been perfected among us in this: that we may have boldness in the day of judgment; because as He is, so are we in this world.
1 John 4:18
There is no fear in love; but perfect love casts out fear, because fear involves torment. But he who fears has not been made perfect in love.
Well, it is an over stretch to say even the NT or the OT says just that, especially in context. As for what "incarnation" you are in, well you have to be careful to not come back as a rat in the next one.

Proverbs 10:12 12 Hatred stirs up conflict, but love covers over all wrongs.
1 Peter 4:8 8 Above all, love each other deeply, because love covers over a multitude of sins.
Proverbs 17:9 9 Whoever would foster love covers over an offense, but whoever repeats the matter separates close friends.
James 5:19-20 19My brothers and sisters, if one of you should wander from the truth and someone should bring that person back, 20remember this: Whoever turns a sinner from the error of their way will save them from death and cover over a multitude of sins.
I think so, because if one loves, he doesn’t do anything evil to other.
