Everything starts with Jerusalem (Zechariah 14), and Jerusalem will be "captured", and the "women ravished", but then "the LORD will go forth to fight", and the nations "I will destroy completely" (Jeremiah 30:11), yet "Jacob" will be "saved from it" (Jeremiah 30:7), and will be "chastened justly" (Jeremiah 30:11).

You seem to be a hater of the chosen people, who God will forgive for his namesake (Ezekiel 36:22), and Judah and Israel will be reunited on the "land I gave to Jacob" (Ezkiel 37:25), and they will "no longer be two nations", and "I" "will cleanse them" (Ezekiel 37:23).
As for the head of the beast who was healed, that would be Julius Caesar, the 5th head of the beast, who was healed as Augustus Caesars with the same authority given by the dragon. Julius is the head that was and is not (Revelation 17:8) during the period of the 6th head of the beast. All the 10 heads of the 8th head of the beast, like you, will hate the "harlot", which is Judah, the Jews, and persecute her and make her "desolate" (Revelation 17:16). If you would turn to Zechariah 12, you would find out how and who crushed the nations "around" "Jerusalem" (Daniel 2:34). This was with God's help (Zechariah 12:2-6). "In that day I will make the clans of Judah like a firepot among pieces of wood" (Zechariah 12:6). The 2 witnesses, who both had the power to stop the rain for 42 months, Elijah (John the Baptist), and Yeshua were both killed in Jerusalem under the rule of the 2nd horn of the 6th head of the beast, Augustus Tiberius Caesar. And the Euphrates already is damned and can be cut off by a turn of a switch, as shown by ISIS when the dams were under their control. I think the aim of ISIS is a caliphate, which historically took land from the people living in Judea. It is also has a goal to destroy Israel. That idea will not be successful (Zechariah 12 & 14). The best they can do is "capture" "Jerusalem" until the "LORD go forth to fight" (Zechariah 14:1-3).
The covenant with Sheol (Isaiah 28:18) is covenant with death, for which the believers think they will not die. That covenant will be "cancelled" . That would be the covenant of grace, where the "many" think they will be changed from corruptible to incorruptible in a twinkling of and eye. ISIS isn't involved except to kill people, they are looking for death and their 72 virgins.
