I don't see a difference from 1 Kings 8:39; 1 Kings 8:49 because at Isaiah 66:1 it compares heaven as God's 'throne' along with earth is His 'footstool'.
that literally means, whatever god is, god occupies all of heaven and earth.
1 Chronicles 28:2 B; Psalms 132:7 figuratively describes that ancient temple.
So, located on earth that temple served as the center of pure worship, and as Isaiah 60:13 B says God will make the place of His feet ( footstool earth ) as a glorious or paradisical earth.
and then yet he turns around and agrees with isaiah
"But will God really dwell on earth? The heavens, even the highest heaven, cannot contain you. How much less this temple I have built!

find Jeremiah 23:23-24 is in connection to having contact with God. God is only a prayer away.
We are assured at Acts of the Apostles 17:27 that God is Not far off from us. Only a prayer away.
We seek God through prayer and Zephaniah 2:3 gives us conditions to be met.
you either face god inward by a change of a humble heart or you become haughty and turn your back, or backwards against god.
12 It is not in heaven, that thou shouldest say, Who shall go up for us to heaven, and bring it unto us, that we may hear it, and do it? 13 Neither is it beyond the sea, that thou shouldest say, Who shall go over the sea for us, and bring it unto us, that we may hear it, and do it?
14 But the word is very nigh unto thee, in thy mouth, and in thy heart, that thou mayest do it.
