Well it has shown progress on procedure and paperwork. Results on the ground? No so much.
I think that part of the reason that 911 conspiracies are so popular is that lots of people don't want to acknowledge that it was a Saudi Arabian plot against the USA.

Germany was divided into two satellite states who were under allied control till 1991 and had huge chunks of it annexed by various countries.
Japan wasn't divided but also lost huge chunks of its territory and was firmly put under US control.

Assuming this claim is true for the sake of argument, that doesn't make shooting said kids OK. Nor is it ever OK to shoot at identifiable medical personnel, as also happened during the discussed incident.
