Is there a form that is identified with God? Is there an action that is identified with God?

one that an atheist could observe?

Since the words 'form' and 'action' seem to point to Aristotelian philosophy, you might want to update your terminology.

As for the answer to your question, I have no idea. I've been asking the same for decades with no answer.

Seems to me concepts like "form" and "action" serve to distinguish someone or something from someone or something else which kinda limits the scope of God. Have you ever read the Gospel of Thomas?

in quantum physics a photon is both a particle and a wave. a wave doesn't have a form per se because it's moving, an action. a particle has a form because it isn't movement, it has a form, or seems to be like matter.

or like einstein's E = m(c*c), where m is matter and e non-matter, or energy. they are the same thing but based on movement vs non-movement, or space/time.

None so far for any revealed religion. The only model for God that fits the total lack of supernatural evidence, including divine revelation (read hearsay), is deism.

According to the Bible, God is love and spirit.

God is spirit, and those who worship him must worship in spirit and truth.
John 4:24

He who doesn't love doesn't know God, for God is love.

1 John 4:8

I think that can be observed by effect, similarly as gravity can be observed, by its impact. And also by this:

Jesus therefore answered them, "My teaching is not mine, but his who sent me. If anyone desires to do his will, he will know about the teaching, whether it is from God, or if I am speaking from myself.
John 7:16-17

There are many forms identified with gods, like that of consciousness, knowledge, emotion, order, chaos, etc and so on. Forms all have the same action - they are the essence of manifest reality. We can indeed observe the fact that consciousness is something apart from nature with it's own form, and we can observe the unnatural effects of said consciousness on reality. The problem is, of course, people only observe what they want to see, and "miss" what they don't.

so worshiping god in spirit means worshiping god in action? or from the will of mind?

consciousness has a form?

i know many forms that have some type of consciousness but i know of no form that consciousness is exclusive to, like a human has a form vs the form of an avian..

Love could perhaps be an action identified with God. One that could be observed.

There's a form for everything, including consciousness yes. All other conscious forms, like all conscious beings such as ourselves, are rooted in the Form of Consciousness. Basically I think the fundamental ontology is a Dipolar one between unconscious and conscious processes.

the kingdom of God comes from within us.

1 John 4:12
No one has ever seen God; but if we love one another, God lives in us and his love is made complete in us.

1 John 4:17
This is how love is made complete among us so that we will have confidence on the day of judgment: In this world we are like Jesus.

The "Spirit of God" often associated with a cloud is a UFO. The "Glory of God" is a major UFO, often associated with the sound of rushing water.
