Why were they scattered or is it gather; why?

I post the following because I am not sure in what order in time the following followed.

Scattered then Gathered OR Gathered then Scattered

(Jer 24:9 KJV) And I will deliver them to be removed into all the kingdoms of the earth for their hurt, to be a reproach and a proverb, a taunt and a curse, in all places whither I shall drive them.

(Ezek 36:24 KJV) For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land.

Once we affirm which came first the next question is why were they gathered then scattered or scattered then gathered?

They will be scattered until they learn to obey and then they will be gathered. They can't be gathered if they can't hear the call to be gathered.

Wasn't the creation of "Israel" in 1947 intended to be the gathering place and now 71 years later they are gathered. If so, then what is there left to do?

Because in Deuteronomy 28 and Leviticus 26, Moses stated if they follow the Law they will be protected in the land; yet if they turn against the Lord, and defile the Law they will be kicked out and persecuted.

In Malachi 4:5-6 it says Elijah comes before the day of the Lord, and if they ignore it, then the Curse will be put upon them, Yeshua claimed John the Baptist was Elijah (Matthew 11:13-15).
