Bikes were invented when women in the west primarily wore long dresses. The difference is to accommodate this.

Per-lease, no going Commando, kilts are fine but bending over or having your modesty compromised by a gust of wind may reveal more than I want to see. Pants are good, men should wear pants.
Curiously a lot of clerics from different faiths wear frocks, it appears that god approves of men in frocks. I think I'll be sticking with my atheist trousers!

I think the surgeon general ought to recommend women wear back weights to balance everything in the front, but I don't go blabbing about it on the internet.
