Do we know if the deal is due to the new Trump administration or if it was already in the works regardless if Hillary or Trump won?

If it's down to the new administration that's brilliant, before stepping foot in office Trump would have added 51k jobs to the US economy

This is one reason I have no problem with our business dealings with Japan. We buy Japanese products, Japan brings jobs to America. That IMO is how free trade should work. Fair trade.
