There are three different monsters having the same Seven empires and Ten kings in them, and a two horned Beast. Of the seven heads, five had fallen before John's day: Ancient Babylonia, Assyria, New Babylonia, Medo-Persia and Greco-Macedonian. "One is" Rome, which dies and is revived within the ten horns. The Seventh, Great Britain which via the British Palestine Mandate from 1922-1948 remained but a short while in control of Israel. The Eighth is of the Seven, the League of Nations that was not during WWII, but rose from the abyss as the United Nations and becomes the New World Order headed by the Assyrian Jewish Christian (Adonikam=666) Beast. Because the United Nations is a political construct, it goes off into destruction vanishing completely at the return of Christ, unlike actual kingdoms that continue for a time during the millennial kingdom judgment of humankind (Dan 7:11-14).
For all practical purposes, its as if the Tower of Babel rebellion against God has returned, secret Babylon the Great is again fully manifested. As it was in the Days of Noah, when evil men conspired with the Nephilim (Satan's angels) and caused the sons of God to fall from their proper abode and take human wives, all they chose; the Nephilim walking among humans again, the New World Order Tower of Babel and the Beast Son of Destruction making it happen, will cause men to marvel, all whose names are not written in the Lamb's book of life.
Formerly Christian nations of Britain and the United States, with their advanced Biotechnology seeded by the Nephilim are headed by the False Prophet who along with the Dragon and the Beast deceives the earth with spiritism unlike anything seen since the days of Noah. The "fallen ones" disguise themselves as friendly extra-terrestrials, claim they are "The Designers" and have returned to ascend humankind to a "higher plane of existence." There will be a massive rebellion against all formerly called God or worshiped. Accordingly, her former lovers will hate the Harlot Babylon world of false religion, including apostate Christendom, and burn her with fire.
Some of the followers of the Antichrist will be slow to accept his claim to be God in the Church, the Temple of God. They know accepting the mark results in eternal damnation. However, five months of terror and torment like that of a scorpion's sting, combined with the flood of spiritism inspiring lying signs and wonders, experientialism will carry them away against all rational deliberation and it will be as if times and law have changed. They will enthusiastically follow the False Christ as he becomes the Beast, for they will believe God Himself cannot defeat him. By mid-week the Great Apostasy rebellion against God will be total and the man of lawlessness will reveal himself.
A rebellion like the Days of Noah (Gen. 6), has returned. Nephilim and wicked men conspire against God as they did when they tempted the "sons of God" with their beautiful daughters leading to their being cast out of heaven.
The Nephilim "Fallen Ones" will deceive many their technology is unbeatable, and upon flying wings powered by demonic abomination; they will rain fire from heaven desolation upon all opposition, at the whim of the Beast/Desolator.

To begin, the differences in the description and acts of these Beasts confirm the hasty generalization fallacy they are the same beast, is unsound. Clearly, these differences necessitate the Beasts are different entities through which the Dragon, False Prophet and Son of Destruction and Harlot impose their will. Although the Harlot rides the UN Beast, it willingly serves the Antichrist Beast's ten king revived Roman Empire Federation, after he subdues three of its kingdoms.
