In America, that would referred to as an A shirt because (the cut obviously, and) it's the sort meant to be worn under a number layering of clothing. Often referred to as a tank-top, jokingly referred to as wife-beater sometimes. And then I'm sure there is a thousand possible terms in all the various human languages.

I'd call it a tank top or wife beater, even though I loathe that terminology.
Agree it's not very nice to joke about domestic violence. I think the shirt got it's name due to wifebeaters caught by police wearing this type of shirt making the stereotype.
