Is Repentence Necessary?

Yes Repentence is nessesary, Luke 13:3 and Luke 13:5 I tell you nay, unless you repent you will likewise perish..Repentence I believe is a change of heart, a turn around in ones ways. I feel bad when I have been displeasing to God because of all he has done for me, His love and his mercy, but moreover His Son died a terrible agonising death for me, its more that feeling guilty, true repentance is never to repeat the same mistake, we still often do but thank God for the forgiveness we find Christ Jesus..

being a weak person, I repeat sins, even though I have made a conscious descision not to sin the same sin again (sounds like a tongue twister:D ). Does the effort to repent (but not the success to do so) have any value ?

Not everyone cares about what Luke thinks, ;) . But yes, that would be the Biblical position.
