Just how common do you suppose this sort of corruption is in law enforcement?

I would bet you are right. You know the saying about cockroaches, don't you? If you see one, there are really a few dozen. The reason they caught this guy is because he was being so brazen about it!

A few months ago troopers here in Indiana had a huge debacle after a drunk cop killed a man on a motorcycle. Cops(same dept as the driver) "accidentally" took him to a medical center where for some reason or another his Blood alcohol content taken there couldn't actually be used in a legal charge against him. City went bonkers though and thousands of motorcyclists protested so they eventually had to do something.

From the experiences I've had I'm skeptical of all police officers. There are some I know that I think are awesome though.

They do that here all the time. In fact, in one case, a drunk driving cop ran over a woman walking home. When they finally got the cop to the hospital his blood alcohol level was almost non-existent. Bare on mine, his accident was at 11:30 at night and they tested his BAL at 7:30 the next morning.

All you have to do is get an officer for a friend to see the corruption. Every cop I have know has told me stories about the things they get away with because of their job. Just his weekend I was at a funeral with a Police Chief from a large city. he was telling us about how he speeds to get places and just flashes a badge and it's no big deal. He told me about another cop that egged him into a drag race on a public road and I was appalled, I told him how f up it was and someone could have been killed! He just laughed me aside and kept rambling. It really gets me angry that the law doesn't apply to the law enforcers.

A funny thing once happened in a city in Tennessee. When the city cops chased down a speeding car around midnight, they discovered that the county sheriff was driving it, and that he was totally drunk. The cops called their chief at home, who told them to help the sheriff get home and not to file a report or tell anyone about it. Some how the story came out later and cause a bit of a scandal.
