In "James the Brother of Jesus" Robert Eisenman refers to Epiphanius(Epiphanius (born 310 in Palestine, died on Cyprus402) was a Church Father and strong defender of orthodoxy, known for tracking down deviant teachings (heresies) wherever they could be traced....))http://en.wikipedia.org/wiki/Epiphanius_of_Salamis .
when Epiphanius is speaking of James as a Nazarite, he gives John the Baptist as another example of 'those persons consecrated to God'. he does cite Luke 1:15 referring to an Angel predicting that John 'will drink neither wine nor strong drink'.
I do not have the writings of Epiphaneus so i do not know exactly where it came from, but Robert Eisenman is a reliable historian.
