Shouldn't a good person be able to.

Shouldn't a good person be able to walk in all forms of society and be good to the poorest and the richest in the world, without judgement in his/her/their mind?

No.
A "good" person should be able to judge their actions and the actions of their peers and when that judgement comes out as "immoral" they should be able to change it or at least speak out against it. A non judging person is an indifferent person and morally complicit in the immoral actions of their peers.

In my understanding a good person always fix their own shortcomings first, so they don't affect others in a negative way.

Those people are rare… and in a harsh and unforgiving world they often do not survive long. Yet I respect them. It goes against all that I am, but I understand it, because I have known “good” people, as you describe them. Loved them. Respected them. Though I could never become them.

I am glad the people you interpret as “good”, exist.

Well I'm not into condemning people for their lack of morals, unless it's so toxic that society just can't cope with it, like malevolence or something.

I do condemn certain actions though.

I don't deal in terms of "good" and "bad" when it comes to people. These are merely human constructs. People are a product of their experiences and environment.

That said, very few have the ability to complete set ego aside and look upon others without judgment.

That can apply to many. But I've also known people
for whom the labels "good" & "bad" are appropriate.
Serial murder & fraud...those "actions" characterize
the person as bad. And I've known good ones who
honor their agreements, & harm no others.

Judging people is useful, but it does
benefit from being thoughtful.

Personally I dont consider my self very good.

The ideal, I think, is always to love the best in everyone, and never to fear the worst in anyone. Not easy to live up to, but then ideals never are.

I'm willing to take that risk,
& being judged as judgmental.
