I think putting out a hit willy nilly isn't the best approach like your some mafia don.
Of course the Ukraine might entertain such a thing.

I wonder how Snowden feels living in a country that had invaded the Ukraine.

But it's not just propriety -- his words have given Putin a reason to really step up security (so that a "Julius Caesar" solution is even less likely), but also to create a suspicion that there is a plot "in the west." And I suspect that may also put Zelensky at even greater risk. It was so irresponsible.
Think about what you said: "it's just what they think, & they aren't concerned." I honestly think that Graham is at all concerned about the impact of what he says -- although he damned well should, he's a U.S. Senator! -- but rather just what the sound-bite from his opining will do to further his political ambitions. I think he is a very, very small man. Like his idiot compatriot Ted Cruz.
