Protests and insurrections are good cover for looting.
I see several factors....
- Looting has been more in the news in CA than TX
these last few years.
- CA's Prob 47 might be interpreted to mean that lesser
thefts aren't treated as cimes.
- Perception that Texans will defend themselves & their
property.
