"Genre" is not an "objective response", to me. It's a box full of old subjective presumptions that we throw things in after-the-fact. So let's look at what this IS, first. I was thinking hip hop. Or downtempo.I'm no expert on muscial genre but I can definitely hear that snippet fitting into a modern RnB track or a hip hop number from the beat.
