The Pentagon is preparing a number of options for U.S. troop withdrawal from Afghanistan. One option included is a complete withdrawal prior to the November Presidential election in the U.S.

President Trump May well keep his promise to withdraw U.S. troops from Afghanistan. During his term he hasn’t started any wars. Now he may well end one.

He lost that when he nearly baited Iran into a war. He provoked them, they did retaliate. Fortunately they mucked it up and a disaster was averted.
And, by your logic, Obama didn't start any wars either because all he did was continue what was in front of him. Trump, on the other hand, abandoned American allies to be slaughtered, and did act on an aggressor against a foreign nation.
