Next to be addressed should be the issue of breeds. By way of example, French pugs. They can hardly exercise because their "look" means they cannot breathe well enough for sustained exercise.
Doubt anything will happen though, it is a fundamental aspect of the pet dog industry.

Why can't a puppy mill be a licensed breeder???

Most of them are licensed by the USDA in America, unfortunately. But do you understand what a puppy mill is exactly? What is meant by that term?

"Puppy mills are facilities where dogs are forced to breed their whole lives until they are physically incapable. Yes, I understand. Hence my question about the British law. How does it end puppy mills if all they have to do is pay a fee and get a license?

Not to be 'that guy' but that describes the life of your average meat farm animal. Some of which (like pigs) are even smarter than dogs.

That doesn't detract from the significance of this at all. But I do hope we start seeing factory farms in the same light someday.

I think it depends on whomever is setting the breed standard. I know a lady who breeds Sphynx cats and the breeding Society who credentials her requires her to do a pretty frequent series of health tests common vaccinations, and have specific living conditions for the cats. Way more than a sleazy kitten farm could hope to maintain

Pets are often treated as just another commodity, rather than sentient beings. :sleepy:

eg text from a typical internet advert: "Frenchie Pug puppies for sale may be shipped Worldwide and include crate and veterinarian checkup."

It is not a case of simply paying a fee, to obtain a license certain standards of hygiene, treatment, kenneling, access to exercise area, knowledge of the breed etc. Inspection is carried out before licensing and spot check may be carried out at any time.

Yeah, the OP responded and said that licensing requires inspections and adherence to a set of standards. If that is the case and the inspections are frequent enough, it would certainly help.
