I see that (read the previous few verses too) as chastising them (the twelve) against pride and vanity.

what do you mean by exclude fellow non-christians?
that verse is apparently addressing the 12 companions of the man for all seasons,
discussing which season of the 12 was to be the main event, no?

No, it does not exclude fellow non-Christians

Great OP ... Just a thought I had ... @Fool better change his name; it's not in line with the OP

only if it was an exclusive contract for service...with caveats and conditions, terms of service, etc.... if not then it is open-ended, no?

a closed minded thing is a terrible thing of wasting

Mark probably intends this incident and the sayings that follow as commentary on the disciples’ lack of understanding. Their role in Jesus’ work is one of service, especially to the poor and lowly. Children were the symbol Jesus used for the anawim, the poor in spirit, the lowly in the Christian community.
Jesus warns against jealousy and intolerance toward others, such as exorcists who do not follow us. The saying in Mk 9:40 a principle of the divine tolerance. Even the smallest courtesies shown to those who teach in Jesus’ name do not go unrewarded.
